Instructions
- In a large mixing bowl, combine the heavy whipping cream, powdered sugar, and cocoa powder.
- Use an electric mixer to whip the mixture on high speed until soft peaks form.
- Add the vanilla extract and continue to mix until well incorporated and fluffy.
- Fold in mini chocolate chips if using.
